We have a 1/2 solution to this. We have an advance email module for dnn that among other things will allow you to email directly from MS word as a .mht or .mhtml file.

Then send the email as a single file web page, with all images attached etc.

Now in your case, there are a bunch of tools available to turn a pdf into a word document. You could use those tools to convert, then edit and then send via Bulk Emailer.

Only problem is compliance, the solution is an MS solution. So nothing is going to be conforming to standards, because that is not what MS do. It will work however.
