The verification section is for when you sign up to Google Webmaster tools, when you sign up it will ask to verify you are the owner of your website. This box allows you to quickly create a HTML file with the name that Google requests, Google then checks this HTML file is available on your site and therefore verifies you are the owner of the website.
All you need to do is enter the name of the file that Google asks you to create, so for example:
google53c0cef435b2b81e.html
and then click on the create link, this will create the HTML file within the root of your DotNetNuke installation files.
